Firm to Evaluate Effectiveness of Child Welfare Training and Technical Assistance Network
FAIRFAX, Va.--(BUSINESS WIRE)--Mar. 16, 2009--
ICF Incorporated, LLC, a subsidiary of ICF International (NASDAQ:ICFI),
announced today that it was awarded a new subcontract to provide
services to the Department of Health and Human Services (HHS)
Administration for Children and Families’ (ACF) Children’s Bureau to
conduct a cross-site evaluation of its Training and Technical Assistance
(T/TA) Network. The agreement, which consists of five base and two
option years, started in September 2008 and has a total value of $2.2
million.
In 2008, the Children’s Bureau embarked on a major initiative to enhance
T/TA services that promote safety, permanency, and well-being for
children. As part of the initiative, the bureau created five regional
Child Welfare Implementation Centers (ICs), each of which will establish
formal partnerships with states and tribes to provide long-term T/TA and
resources necessary to carry out multi-year, systems change projects.
The ICs will coordinate with the National Child Welfare Resources
Centers (NRCs) and other members of the T/TA Network in providing this
assistance.
Under the agreement, ICF will work in conjunction with prime James Bell
Associates (JBA) to evaluate the effectiveness of the new ICs, the NRCs,
and their related activities. The cross-site evaluation will be
conducted in three phases: assessment and design, evaluation
implementation and data collection, and analysis and dissemination. It
is expected to yield practical, useful, and evidence-based findings that
will result in achieving systems change in child welfare.
